The minister of higher education and scientific research, Dr. Naim al-Aboudi, decided to allocate special seats in the initial University study for the memorizers of the Holy Quran.

The minister of Education, based on his authority stipulated in Article V of the law of the Ministry of higher education and scientific research No. 40 of 1988, directed the department responsible for determining the percentage of admission to universities at the level of initial studies at Iraqi universities in support of the Islamic and national position of Iraq in upholding the word of the Holy Quran and countering the provocation practiced by inciters of hatred in the world.
