Under the patronage of the president of the University of Basra, Dr. Muhannad Jawad al-Asadi, and under the supervision of the dean of the Faculty of Fine Arts, Dr. Mohammed Abdul Zahra Mohammed.
The Faculty of Fine Arts at the University of Basra and the Continuing Education Unit organized a lecture on administrative phobia and the impact of the cultural and social factor.
The lecture aimed at correcting the administrative tracks in the light of the misuse of administrative authority. 
The lecture, in which the lecturer Abdul Qahar Raih lectured, and the lecture included a call to Ali to explain the concept of administrative phobia and the impact of the cultural and social factor.
